What can I do to stop my cat from digging up my plants?

My cat has been digging up my pansies for a while now. I've already tried the pepper trick, where you sprinkle red pepper over the soil, and that way it will aggrevate the cat and keep it from digging up the soil. But, that trick still doesn't work in the long run. What can I do?

What can I do to stop my cat from digging up my plants?
I have a couple of suggestions from past experience.

1. Plant the cat under the pansies. This solution would have worked fine but I couldn't get approval from the missus.

2. We bought little windmill on a stick thingy's from the nursery or toyshop %26amp; pushed them in the ground near the pansies. When the wind blew, the windmills whirled around %26amp; the cat wouldn't go near them. We also found garden gnomes placed at various points would deter the cat. The cat needs space to dig %26amp; if you place things around that take up the space the cat will go elsewhere. We have a longhaired cat %26amp; pepper %26amp; stuff doesn't put it off.
Reply:i heard to put soap shavings in the dirt they dont like it.
Reply:go to your local pet store and buy some stuff called " NO PET" and spray it all around the plants, and even furniture you don't want them on
Reply:Try chopped onions sprinkled all around your garden lawn and around the planting pits. Need to change from time to time. A bit stinky smell though..
Reply:Surround with sticks sticking up from soil. Add a mulch to make digging less attractive.

Red pepper with a little veggie oil and mostly water sprayed on the plant will stay until the next rain.
Reply:Try putting chicken wire down, about 1/2" or so under the surface (it may be easier to pull up the pansies and replant them after you've put down the wire). Cats will always want to dig in freshly-turned soil, but running into the wire so quickly will deter them and encourage them to look elsewhere.
